How to get low-cost home internet in California
The real low-income internet programs available in California in 2026 — what they cost, who qualifies, how to apply, and what changed after the federal ACP subsidy ended.
The federal Affordable Connectivity Program stopped funding new benefits, and a lot of the advice still floating around online points at it. Here is what actually exists now for California households.
Provider low-income plans
Every major provider operating in California runs a discounted plan for households on public benefits. Names change, but the qualifying documents rarely do: proof of Medi-Cal, CalFresh, SSI, public housing assistance, or participation in the National School Lunch Program will usually work. Expect a plan in the ten to thirty dollar per month range with no installation fee and no contract. Call and use the exact phrase 'low-income internet program' — front-line sales staff will otherwise quote you the retail promotional rate.
California LifeLine
California LifeLine is a state program that discounts home phone or cell service, and many participating carriers now bundle a data allotment. It is a state benefit, not a federal one, so it did not end with ACP. One benefit per household. You apply through a participating carrier and then confirm through the state administrator, which mails you a PIN — the step where most applications quietly die. Watch your mail.
Library hotspot and device lending
Most California public library systems lend mobile hotspots for free, usually in two to three week loans, and many also lend Chromebooks. A library card is the only requirement, and California libraries do not check immigration status. This is the fastest option: you can often walk out with a working hotspot the same day.
Refurbished device plus a hotspot
Internet with no device to use it on is not access. Nonprofit refurbishers across California sell Chromebooks and laptops in the fifty to one hundred fifty dollar range, and some device programs — including ours — place devices with participants for free while supplies last.
Apply in this order
- 01Get a library card today and ask about hotspot and laptop lending. Immediate, free, no paperwork.
- 02Call your existing provider and ask for their low-income program by name. Have your benefit documentation ready.
- 03Apply for California LifeLine through a participating carrier and watch for the PIN letter.
- 04If you still have no device, ask a local nonprofit device program about a refurbished Chromebook.
One warning: never pay a third-party 'application service' to sign you up for any of these. Every one of them is free to apply for.
